At the Animal Kindness Coalition (AKC), we believe in a multi-faceted approach to creating lasting change. Our work combines hands-on projects, community education, and high-level policy advocacy to address the issue of stray animal welfare from every angle.

The Problem We Address: An Ineffective & Inhumane System


In Malaysia, the management of stray animals is often categorized under pest control strategies like "catch-and-cull". This approach is not only inhumane but also ineffective. Local councils often employ methods such as:

These methods create a "vacuum effect," where the removal of one group of animals leads to a new, unsterilized group quickly repopulating the area, perpetuating a cycle of cruelty and futility.

Our Solution: The TNVRM Framework


We champion Trap-Neuter+Vaccinate-Return-Manage (TNVRM) as the only humane and scientifically proven method for controlling stray populations.

  1. TRAP: Animals are humanely captured using equipment like box or fence traps to prevent trauma. They are then taken to a veterinary clinic or holding ground.
  2. NEUTER + VACCINATE: A veterinarian spays or neuters the animals. They also receive core vaccinations and rabies shots to protect public health and improve their well-being.
  3. RELEASE: After recovery, at least 80% of the animals are returned to their original location. This is critical to stabilize the population and prevent the "vacuum effect".
  4. MANAGE: We work with community feeders and residents to monitor the free-roaming population, ensuring their well-being and the program's effectiveness. This includes educating pet owners on the importance of neutering.

Education & Policy Advocacy


  • Education: We run educational programs for schools, including an 11-week co-curricular activity with Nexus International School (Sep 2023) and a similar program with BISKL (ongoing since Jan 2025).
  • Awareness: Our team has been featured on Astro Awani, podcasts, and at university webinars to spread awareness about TNVRM and responsible pet ownership.
  • Advocacy: We are a key player in animal welfare policy discussions. As part of the Alliance of Malaysia Animal NGOs (AMAN), we have presented a memorandum at Parliament, participated in brainstorming sessions with government agencies such as KPKT and DVS, and met with Selangor state EXCO YB Ng Suee Lim to advocate for a “No-Kill” policy and the state-wide implementation of TNVRM.

    Our work has also been strongly supported by YB Lee Chean Chung, Member of Parliament for Petaling Jaya, who has stood with us since the earliest days of our NGO's formation and remains a core advocate for our mission.
